Part of the brillance of this most studied Frenchman(although in reality a Corsican–a distinction lost on most) was that he was the first statesman/warrior to develop and practice the concept of “total war” wherein the entire nation was rallied in one form or another. As such, he obviously was particularly sensitive to anything that would sap the “national will” upon whose support he so depended. So in this regard perhaps his biggest budget item in the requests for military operations would, considering today’s technology and philosophical leanings of the media, be for the Office of Public Affairs in both his War Dept. and Foreign Affairs Dept.–as well as his own personal spokesmen. He would, I feel, not only have been personaly active in this realm, but, considering his penchant for micro-management, been an active blogger as well.
